<p>Organizations have high standards for most aspects of their operations, and that includes safety. You take compliance with safety regulations seriously, so that your employees will not create or expose themselves to any unnecessary risks.</p>
<p>Is that also true of the many outside companies that perform work at your facilities? If you have a large construction project, you probably have workers from dozens of contractor companies performing potentially dangerous tasks every day. If one of those contractor’s employees is injured, you might suffer through higher insurance rates or legal action for liability.  In addition, contractor activities can put your own employees at risk.</p>
<p>Prequalifying and managing contractors is an important process that many companies neglect.  Developing a strong, cooperative, and productive relationship with contractors takes time, effort, and planning.  Companies that do not invest the time or put forth the effort required to manage their contractors and the risk they bring with them, can pay a steep price including lost productivity, fines, and compromised safety cultures.</p>
<p>The barriers to effective contractor relationship management are real.  This process can be complex and present many challenges.   Common challenges companies face when developing a contractor management process can include:</p>

<p>How do you track and manage contractor information, such as their points of contact, the type of work they perform,  safety statistics, insurance, signed agreements, and other important information you need to know? You also need to consider where the information is stored, who has access to it, how often it is updated, and who is responsible for it.  A seemingly simple process of acquiring and maintaining contractor information can get quite complicated.</p>

<li><strong>Collecting, verifying, and maintaining accurate records.</strong></li>
</ul>
<p>Depending on a company’s requirements, the amount of documentation needed to be collected from contractors can be extensive.  The process used to collect, verify, and maintain these records should be very well thought out and organized.  A standard practice of working with any outside organization is the collection and maintenance of their insurance. It is a time-consuming task to ensure collected insurance is accurately meeting requirements, expirations are tracked and communicated, and insurance certificates are easily accessible.  One oversight in this process can have devastating consequences for your organization.</p>

<p>Due diligence is done, and all pertinent information has been collected from your contractors, but is the information readily available to key stakeholders?  These stakeholders are those who care about or have a vested interest in a project. The process of how and where your contractor’s information is maintained is crucial.  Shared spreadsheets or internal shared drives can be a nuisance to organize, maintain, and access.  The important information collected from contractors must always be up-to-date, accurate, and readily available to your key stakeholders.</p>
<p><strong>Manage Contractor Risk</strong></p>
<p>One of the most important tools for managing contractor risk is a prequalification process.  Before contractors perform any work at your facilities or on your job sites, it is vital that they are subjected to a vetting process.  Putting contractors through a prequalification process will help effectively address and reduce risk exposure.  A thorough prequalification process will ensure they meet your requirements and have a high standard for safety and health.  This should include reviewing safety programs and training documentation, as well as safety statistics such as OSHA and EMR information.  Organizations should also want to make certain that contractors have sufficient insurance. If a policy is expired or cancelled, a contractor working on your site could create an unexpected liability.  Financial stability is another consideration.  While the connection between safety and finance may not be obvious, a contractor with financial trouble may be more likely to cut corners or even go bankrupt in the middle of a project.</p>

<p>Recently Appruv Director of Operations Chris Black had the opportunity to participate in a panel discussion at the Association of General Contractors (AGC) 2020 Construction Safety &amp; Health Conference regarding the use of EMR as a prequalification tool and what other metrics, data or sources of information a company can use to help evaluate the safety of their subcontractors.</p>

<p>Here are a few key takeaways from the panel discussion that you can use to strengthen your own prequalification program:</p>
<ul>
<li> Understand that EMR is the result of a complicated formula with many factors that can influence the rating.  Any contractor that reports a high rating, typically above 1.0, should be awarded the opportunity to explain and provide further documentation.  Often times the insurer will provide a letter of explanation or loss run report that details the claims that resulted in the high rating.</li>
<li>Another common practice is the use of OSHA incident rates such as TRIR and DART.  These rates show historical performance based on data compiled from the company&#8217;s OSHA 300A Annual Summary and can provide valuable insight into trends and significant injuries or illnesses a company may have had.</li>
<li>Historical data such as EMR and OSHA incident rates can provide significant detail of a company&#8217;s past performance but it&#8217;s also important to understand what a company is doing today, the strengths of their safety program and overall safety culture.  This can include a review of their written safety programs, verification of completed training programs and other elements such as incident investigation practices or worksite inspections.</li>
</ul>

										<content:encoded><![CDATA[<p>On December 23, 2019, the Bureau of Labor Statistics published a comparison report related to the number of occupational fatalities in 2018 to previous years.  At 5,250, the United States experienced a 2% increase in workplace fatalities from 2017.  The increase is due to many contributing factors, but one that stands out is a clear and distinct increase in shear workforce sizes across almost every industry in the United States. In 2008, the BLS reported 5,214 occupational fatalities; an almost exact statistic from the latest 2018 report.  The fatalities reported in the years between 2008 and 2018 reflect a downsize in the US economy and a rebound throughout the years up to today:</p>

<p><strong>Does the Economy Impact Workplace Incidence Rates? </strong></p>
<p>In 2017, an Appruv study was conducted to compare the number of fatalities in the construction industry to the overall employment rate for the United States.  The study looked at employment and fatality data between 2011 and 2015.  At the time of the study, construction fatalities were on the rise (Smith, 2017).</p>
<p>The variables in the correlation study were the total number of fatal occupational injuries in the construction industry from 2011 to 2015, and the total number of employed laborers, 16 years old and over (number in thousands) from the same time. The outcome was as expected; there was a very positive linear relationship between the steady increase in US laborers and reported fatalities each year.</p>
<p>By evaluating incident and employment data, the study showed that there are a lot of moving parts when it comes to a rise in incidence and fatality rates.  It is not always as clear as a lack of safety programs, federal and state enforcement funding, or other internal factors.  A booming economy and an increased workforce open up more opportunities for workplace incidents.</p>
<p><strong>Lowering the Rates and Increasing Production</strong></p>
<p>Most organizations will or have rejected acceptance that as the economy invites more production opportunities, their incidence rates will increase and meeting the demands of their customers means meeting more stringent requirements.  Organizations are being forced to become more creative in what tools they use to help minimize incidents while increasing their workforce.</p>
<p>The BLS reports that the Occupational Health and Safety Professional career outlook will experience a 6-7% increase in the next 10 years.  While this might not seem like enough to combat the trending incident rates, technology is playing a bigger role in the health and safety field today more than ever.  More companies are using software made for health and safety data tracking and analysis making it easier to manage a growing organization in an also growing economy and focus their safety initiatives.</p>
<p>In addition to software, organizations are using more consulting services and third-party providers to better manage their EHS efforts.  Outside vendors can now be better managed using a third-party prequalification service rather than hiring additional health and safety professionals and procurement officials.  Appruv&#8217;s prequalification service provides more than just a platform to qualify outside contractors, vendors, and suppliers, it also gives organizations more insight into the incidence rates that outside organizations are bringing with them.  By gaining this insight, organizations have a better chance of changing the trend of increased incidence rates during increased production.</p>
